Database Login On Teradata Failing With "Not enough information to log on" Error

Extract or Replicat fails to start up with the following ODBC error:
2011-03-02 11:11:07 GGS ERROR 118 Database operation failed: Couldn't connect to <name>. ODBC error: SQLSTATE 28000 native database error 0. [Teradata][ODBC Teradata Driver] Not enough information to log on.
Any user upgrading from ODBC 12.0 to 220.127.116.11 or higher will run into this issue if they do not have the userid and password in the parameter file. Since the userid and password are optional, a lot of users may not have this setup. This will then require parameter file changes when upgrading from 12.0 to 13.0.
