10g BPA Publisher Server Installed on Apache Tomcat Does Not Start, Error: cannot start CORBA server (Doc ID 1303248.1)

Symptoms

You have installed 10.1.3.4 BPA Publisher onto Apache Tomcat. Following the apparently successful installation, the start of the Publisher server fails with the error cannot start CORBA server showing in the log file at $ORACLE_HOME\tomcat\webapps\businesspublisher\log\businesspublisher-10.1.3.4.*_*.log  similar to:

If the installation was done on Windows 2003, you may have already followed and verified the installation is correct by following <>.

You may have also verified that the $CATALINA_HOME\webapps\businesspublisher\config\webappserver.cfg has the correct settings for hostname/IP address and Port, for example:

<bpserviceport value="17059" .../>

<bpservicehost value="localhost"/>
The bpserviceport should always be 17059 and the bpservicehost should be the machine hostname or localhost or actual IP address (not 127.0.0.1) where the Publisher server is installed.
