OAM 11g Is Not Protecting URLs

Oracle Access Manager (OAM) 11g is not protecting access to HTTP resource requests. The user is not redirected to the OAM Single Sign-On (SSO) login page when protected URLs are requested.
OAM Console (/oamconsole) shows that in the Application Domain for the site the resources are protected by an OAM Authentication Scheme.
If the 'Deny On Not Protected' flag is set in the site Agent settings, HTTP-404 Not Found error occurs in the browser when the resource is accessed.
If the 'Deny On Not Protected' flag is unchecked in the site Agent settings then the resource is displayed without any redirect for OAM SSO login.
