SSO Login Fails "Error: The application you are trying to access requires you to sign in again even if you have signed in previously"

- SSO version 10.1.4.3
- Global User Inactivity Timeout (GITO) is enabled for SSO
- Registered a midtier partner application with SSO using "ssoreg"
- After login to the partner application, gets the following error
"Error: The application you are trying to access requires you to sign in again even if you have signed in previously."
- This problem doesn't occur if GITO is disabled
