Unable To Make Space Public In 11.1.1.4 - And Error Seen When Granting Privileges - Fatal error occurred while getting the roles for current scope (Doc ID 1304875.1)

Symptoms

When creating a space in an 11.1.1.4 WebCenter installation, even if the option is selected to make the space PUBLIC, it is set back to private.  Even after updating the access to public manually access still remains private. There are no errors reported on the screen.

Also, the create page button is not visible on the screen when going to Edit Space -> Page.
The Moderator role doesn't seem to have the correct privileges.

When attempting to add privilege listed under Basic Services (that includes create page) the following error is seen :-
