Warning Seen About Discussions And Announcements Services Not Being Configured

Goal
The following is seen when creating a space in a 11.1.1.4 WebCenter installation configured with OAM or SSO :-

WCS#2011.03.09.07.15.01: Unable to execute operation on Space myspacename
Space created with the following warning(s) : While provisioning the services, errors were encountered for following services - Discussions,Announcements. Check if these services have been configured correctly.
Try accessing the Space from the Spaces page or from My Spaces. If the Space is not listed, refresh the list. If the Space is still not visible, report the error to your administrator

After logging into webcenter, and going to the Administration/Services, the following error is seen :-
WCS#<DATE>:<TIME>:An error occurred while trying to provision the service
'Announcements'. The service did not get provisioned.
<DATE>:<TIME>: An error occurred while trying to provision the service
'Discussions'. The service did not get provisioned.
'Announcements'. The service did not get provisioned.

'Discussions'. The service did not get provisioned.
Checking the Discussion and Announcement connection in EM, and the connection is successful.
Attempting to go to the Discussion configuration page, and no user is able to login
