SOA 11g: Time Zone Issue with AQ Adapter

The user has an issue where the AQ Adapters in SOA 11g defaults to GMT.  In the previous version (SOA 10g) the adapters default to the Server time.


Lets say that there is an exact same process deployed on both 10g SOA Suite infrastructure, and on 11g SOA Suite infrastructure. When same dataset is ran through each and the results are shown below in the two screen prints.

The data is placed on a queue (Oracle Advanced Queueing), and it gets dequeued through an Oracle AQ Adapter and is received by the process through the receive input activity.
The screen prints below show what was put on the queue in the Oracle database, and what was received by each process. Specifically the requisition date value.



It appears that the10g instance defaults dates that do not specify time zone to the time zone of the server (CST), and in 11g it just defaults it to GMT.
