Oracle iPlanet Web Server Administration Server Crashes When Editing Conditional Redirect

Symptoms
The administration console will hang and then crash after editing an existing conditional redirect from the console page:
Configurations > config name > Virtual Servers > vs name > Content Handling > URL Redirects
Where the vs-obj.conf would have many conditional redirect blocks. For example:
After saving and deploying the changes, the administration console would spin. When checking the admin-server/config-store, the vs-obj.conf configuration file would grow and fill up disk space writing <If> conditional tag for the redirect over and over again.
