Where in WebCenter do you Install Custom Themes for Jive Forums?

Goal
New themes are being created to customize the discussion forums.
- A new theme was created under discussion server jiveHome directory.
- Re-started server.
- Logged in to owc_discussions/admin page.
- Under user interface->Custom themes, the new theme is not visible.
How can you make these customized themes visible?
The custom theme was created under $FMW_HOME/Oracle_WC1/discussionserver/jiveHome/themes
(Oracle_WC1 is webcenter home)
(Oracle_WC1 is webcenter home)
The default theme can be modified under $FMW_HOME/user_projects/domains/<your_domain>/servers/WC_Collaboration/tmp/_WL_user/owc_discussions_11.1.1.4.0/eenzks/war/templates/default.
