Symptoms

Attempting to start a retired application will fail with this message:

You can deploy upgraded applications using Production Redeployment to maintain 24x7 access by users during the upgrade. Once the upgrade has been completed, the earlier version of the application will be retired. For more information, see:

In WLS 10.3.3 and earlier versions, the retired application could be started.
