UPGRADE TO DATABASE 8.1.7 CAUSES WWC-41441 WHEN PRESSING LOGIN BUTTON ON PORTAL (Doc ID 130802.1)

Symptoms

Portal is installed and working with a 8.1.6 database.

After a database upgrade from 8.1.6 to 8.1.7, Portal does not work anymore.

When selecting the LOGIN URL on the Portal Home page, this error occurs:

Error:You cannot login because an error occurred while retrieving the login URL. (WWC-41441) 

There is a package body called wwsso_ls_private owned by the Portal sso user that is invalid.  Attempting to compile generates this error:

VBO-4553:PL/SQL package(body) failed to compile.
Press 'Show errors' on the property page for details
ORA-6552:PL/SQL Compilation unit analysis terminated
ORA-6553:PLS-905:object <SCHEMA>.ACCESS_CONTROL_TYPE is invalid.
