Application Roles Defined in BPM are not Replicated on Other Cluster Nodes (Doc ID 1310633.1)

Goal

When there are two nodes in the cluster , and a project is deployed in Node1 , the project gets propagated to Node2 also (as expected) but the Roles are seen only in the Node1 - they are not propagated in Node2.

The application roles are stored in file user_projects\domains\<DOMAIN_NAME>\config\fmwconfig\system-jazn-data.xml. This file only gets updated in one node.

When trying to grant roles to user from BPM application, sometimes it fails depending on the node the application executes in.
