ESB 10.1.3.x Successfully Invokes Remote Services But Intermittently Some Invocations See Large (~75 second) Latency Before Completing Successfully

You have an installation of Oracle Application Server 10g Release 3 (10.1.3.x) and have leveraged Oracle Enterprise Service Bus (ESB) to implement a system with a SOA architecture. One area of your ESB implementation makes SOAP invocations to business services located remotely to the ESB server.

The system has been deployed and running stably for a considerable period of time and under typical load conditions continues performs as expected, allowing requests invoking the remote service to complete with sub-second typical duration.

However, during some peak periods of request activity you have noticed periods where many invocations are successful and complete in the expected sub-second time expected whilst others eventually complete successfully but only after encountering some latency. For those requests affected by the latency, they all appear to take approximately the same time to complete (for example, almost exactly 75 seconds).
