OSB is Sending Duplicate Requests for HTTPS Calls

When OSB business service is configured to send https calls to external webservice, duplicate requests are sent to the external webservice. If the end service is not accepting duplicate requests, then call to the external service fails.


 The issue is very elusive - a customer created a simple resproducer which always sends a SOAP over HTTPS fault as a response. In most case this produced a double invocation of the endpoint. The same reproducer in support test environment never showed multiple invocations.
