Importing an OWSM 11g Custom Policy File in EM Fails with WSM-02079 "Insufficient Permission To Access EJB" Error

When trying to import a custom Oracle Web Services Manager (OWSM) policy file using Enterprise Manager (EM) in Oracle Fusion Middleware 11g following these steps in the docs, it fails with the following error :
