Symptoms

When trying to import a custom Oracle Web Services Manager (OWSM) policy file using Enterprise Manager (EM) in Oracle Fusion Middleware 11g following these steps in the docs, it fails with the following error :


Note : In this example, the user '<USER>' who is logging into the EM console, has been granted the correct permissions to do so.
