New WebCenter Spaces 11.1.1.2 Instance Will Not Start (Doc ID 1311661.1)

Goal

WebCenter 11.1.1.2 was installed per the documentation. No errors were reported during installation or when the domain was created. However, Webcenter Spaces will not start. The Spaces diagnostic log reports:

[2011-04-04T14:59:14.995-05:00] [WLS_Spaces] [ERROR] [WSM-02054] [oracle.wsm.resources.policymanager] [tid: [ACTIVE].ExecuteThread: '2' for queue: 'weblogic.kernel.Default (self-tuning)'] [ecid: <ECID>] [arg: QueryService#oracle.wsm.policymanager.ejb.IStringQueryServiceRemote] Failure in looking up EJB component QueryService#oracle.wsm.policymanager.ejb.IStringQueryServiceRemote.

Also, the 'wsm-pm' deployment shows a failed status. The AdminServer diagnostic log shows:
