Javascripts and CSS Redundant Loading for Webcenter Portal Portlets (Doc ID 1311798.1)

Symptoms


A WebCenter Portal page contains a number of  portlets - these portlets are contained in different producers.
All the portlets use the same ADF skins and JavaScripts.  However, WebCenter Portal seems to loads CSS and JavaScript redundantly for every portlet. The same files are being loaded a number of times when the page is accessed or refreshed.  This is causing concerns about performance.
