Shutting Down all Domains, 'rollbackException: Resource was in use during abnormal shutdown of server' (Doc ID 1313043.1)

Symptoms

While starting a SOA 10.1.3.5 instance, you see the following errors in the OPMN SOA log file:

<ERROR> <collaxa> <ServerManager::init> Error while initializing server: ORABPEL-04039

Cannot update key range.
The process domain was unable to update the key table "id_range". The exception reported is: javax.resource.ResourceException: RollbackException: Resource was in use during abnormal shutdown of server and during subsequent recovery processing was either unobtainable or failed to have recovery permissions. Consult logs if this issue continues to occur after the next recovery processing interval completes
Please check that the machine hosting the datasource is physically connected to the network. Otherwise, check that the datasource connection parameters (user/password) is currently valid.
