WebCenter Capture Services Not Performing Work After Started (Doc ID 1313331.1)

Symptoms

Attempting to start any Capture service on a Windows 2008 64-bit system the service seems to start, but nothing happens (no logging going to log file and batches are not getting processed).  This happens for:
