NLS_CURRENCY Setting Not Taking Effect in Reports Output

Symptoms
The environment variable NLS_LANG is set to ARABIC_AMERICA.AR8MSWIN1256.
The default Currency for the territory=AMERICA is $.
In order to change it to a different value the NLS_CURRENCY is set to "NLS_CURRENCY"="K.D. " in the registry.
However, the report still displays the $ as the currency symbol in the reports output, even though the format mask for currency is set as per the example listed below:
