Setting up an External Database Provider Connection to Microsoft Access Database is Failing (Doc ID 1314968.1)

Symptoms

On : 10.1.3.3.3 version, Content Server

When attempting to query a Microsoft Access database for metadata to populate a custom check in page for a collection of content, the database provider shows 5 connections ok. Every time the connection is tested, the connection it drops one connection until 0 remain. Connection error shows the following error:


ERROR
-----------------------
Unable to create database connection for JDBC:ODBC:PetitionsDB. Possible database connection failure encountered. Error message: (!csDbUnableToCreateResultSet,select * from Petitions!$[Microsoft][ODBC Microsoft Access Driver]Optional feature not implemented).
the following error occurs.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a database provider
2. Restart the content server
3. Click the test button next to the provider connection five times
4. 0 connections remain and Error appears
