OSB Web Service invocation -> Error HTTP 413 - "Request Entity Too Large"

User has a Web Service endpoint invoked by an OSB business service. Although payload is very small, user is intermittently getting HTTP 413 error, regardless of what client is used (test browser, or other):

User also observed that this issue occurred when the 2nd invocation was made immediately (within 15 secs) after the response received from 1st invocation.
Increasing Max Post Size (MaxPostSize) did not help. The max post size on the server (Apache 2.0) hosting the web service was 100M - increased it to 200M but still same issue.
