WebCenter Capture Commit Server Service Stops For No Apparent Reason (Doc ID 1318609.1)

Symptoms

The Capture Commit Server service (Version 10.1340) will stop unexpectedly periodically.  During this stop time, the System Event logs an informational message:

The Oracle Document Capture Commit Service service entered the stopped state.

From the Application log:

The description for Event ID ( 4096 ) in Source ( VsJITDebugger ) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. You may be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support for details. The following information is part of the event: An unhandled win32 exception occurred in CommitServer.exe [1640]. Just-In-Time debugging this exception failed with the following error: Debugger could not be started because no user is logged on.
