Inbound Refinery Fails to Convert Office Documents when Running as Windows Service (Doc ID 1319047.1)

Symptoms

The 11g refinery is not converting Microsoft Office documents when the refinery is running as a service.  The refinery converts documents when running as an application from the command line.
