SOA 11g: Unable to Attach Policy when Domain Wide Administration Port is Enabled (Doc ID 1319235.1)

Symptoms

When domain wide administration port is enabled, it is not possible to attach SOA policies such as oracle/wsmtom_policy.

Tried attaching the policy by clicking "Attach To/Detach From" , no policies are displayed in the list. Following error is seen on EM popup window
"Error
Errors have been detected. Please check log files."
- Following error is seen in DOMAIN_HOME/servers/AdminServer/sysman/emoms.log file:


Cannot locate policy manager query/update service. Policy manager service look up did not find a valid service, due to: Unable to connect to WS Policy Manager.
<- oracle.wsm.policymanager.PolicyManagerException: WSM-02120 : Unable to connect to the Oracle WSM Policy Manager due to the following error "javax.naming.AuthenticationException [Root exception is java.lang.SecurityException: User 'principals=[weblogic, Administrators, IntegrationAdministrators, AdminChannelUsers]' has administration role. All tasks by adminstrators must go through an Administration Port.]".
