Symptoms

ADF Fusion Web Application in JDeveloper that consists of a portletized form.

When this  portlet is added to a WebCenter Portal or WebCenter Spaces page the following error occurs:

oracle.adf.controller.ControllerException: ADFC-00026: Attempt made to unlock a request lock that is not locked.
at oracle.adfinternal.controller.util.RequestLock.unlock(RequestLock.java:58)
at oracle.adfinternal.controller.state.RootViewPortContextImpl.unlockViewPortRequestLock(RootViewPortContextImpl.java:621)
at oracle.adfinternal.controller.state.ControllerState.finalizeRequest(ControllerState.java:745)
at oracle.adfinternal.controller.application.AdfcConfigurator.endRequest(AdfcConfigurator.java:84)

Changes

The view port is locked and processing takes place; when the response is finalized, the view port is unlocked.

Subsequent runs do not lock the view port, but the finalization tear-down always seeks to unlock it. The view port should always be locked.
