This problem can occur in any Fusion Middleware (FMW) 11.1.1.X Identity Management installation
In this example Oracle Internet Directory in Oracle FMW 11.1.1.4 is being installed and config.sh is failing at Step 10 when attempting to start the process via opmnctl.
The OID log file ($ORACLE_INSTANCE/diagnostic/logs/OID/oidmon-0000.log) contains the following errors:
