FRM-93552 and / or FRM-91135: fatal error: message file xxx not found Error When Opening Forms in 11g (Doc ID 1320643.1)

FRM-91135 : Fatal error:message file ORACLE_HOME\forms\mesg\fmcus.msb not found

Symptoms

While running Forms application following errors appears in the browser:

FRM-93552 cannot connect to runtime process: Newly created runtime process has terminated abnormally.

The  corresponding entries appear in the formsapp-diagnostic.log for the error:

A similar issue is also seen when starting Forms Builder by clicking on the application FRMBLD in the bin sub directory of the as_2 install sub directory. It gives below error

FRM-91135:fatal error:message file c\oracle\Middleware\as_2\forms\mesg\fmcus.msb not found
