Content Check In Fails with the Error: "Content Id Is Not Unique"

Symptoms
While checking in a new content, the system throws an error stating that the Content Id not unique.
The error returned on the CS/WCC page is:
Content Server Request Failed Content item 'ID_048509' was not successfully checked in. The content ID 'ID_48509' is not unique.
In the Content Server log, the following exception is received:
!$dhedrese702:!csUserEventMessage,sysadmin,ucm.xx.com!$!csUnableToCheckIn,ID_048509!csCheckinIDNotUnique2,ID_048509
