WebCenter Capture I/PM 11g Commit Driver Cannot Connect To WebCenter Content: Imaging with SSO Enabled

The Oracle I/PM 11g Commit Driver fails to connect to the Imaging Server when configured to connect using an SSO account. OAM and OVD is configured as the top security providers in the Web Logic Server.  The "Oracle I/PM 11g Commit Driver" does not connect to Imaging when given proper credentials for a user that is in the OVD.  The following error message is returned when attempting to connect:

Failed to load I/PM data.
Error: Failed to log in. Exception: javax.xml.ws.WebServiceException: Failed to access the WSDL at: https://imaging-dev.server.org/imaging/ws/LoginService?wsdl. It failed with:
