Uploading Documents to the WCI Knowledge Directory Using Simple Submit Results in the Error "The server has experienced an error."

WCI Portal users cannot upload documents to the Knowledge Directory using the Simple Submit option. The steps to reproduce the problem are -

1. Log on to the portal
2. Navigate to the Knowledge Directory folder in question, and switch to Edit Mode
3. From the Submit Document drop down list select Simple Submit

They see the following error message

This server has experienced an error. Try again, or contact your Portal administrator if you continue experiencing problems.

This occurs even though they have Edit or Admin permissions on the Knowledge Directory folder they are trying to upload to.
