The detailed error message is:

Debugging resource strings are unavailable. Often the key and arguments provide sufficient information to diagnose the problem.
at System.ComponentModel.AsyncCompletedEventArgs.RaiseExceptionIfNecessary()
at Reporting.PLXReportService.LogonCompletedEventArgs.get_Result()
at Reporting.ReportService.logonCallback(Object sender, LogonCompletedEventArgs e)
at Reporting.PLXReportService.PLXReportServiceClient.OnLogonCompleted(Object state)

A Network Packet Trace will show a "405 method not allowed" error, and manually browsing to the reporting.svc file will show a "Method not allowed" message in the browser.

System hardening policies removed key MIME type mappings in IIS.
