OAM : Obssocookie Is Not Set At The Domain Level (Doc ID 1324146.1)

Symptoms

The obssocookie is not set at the domain level when we set the webgate domain cookie.

Assume we have a site ayman-vm.sub.example.com that is protected by a webgate.
Setting the domain cookie for this webgate to .ayman-vm.sub.example.com will
cause the domain cookie not to have the "domain=ayman-vm.sub.example.com" in
the obssocookie hence it would not be at the domain level.
