Automatic Access System Cache Flush configured

Symptoms

Automatic Access System Cache Flush is not working for all modification requests via IDXML calls.
The Access Server still uses the old values when processing Policy Actions.
However the LDAP User store shows the correct attribute value changed by the IDXML call.
