Access Server Should Listen On Single Port number for all IP's on Servers With Two Network Cards

we have 2 application ip's on the same server and when we install 2 access servers on the same box it should listen as follows.
tcp 0 10.1.16.210:6021
tcp 0 10.1.16.211:6021
10.1.16.210 w3oam01a.com.au w3oam01a
10.1.16.211 w3oam02a.com.au w3oam02a
we have already installed 2 access servers on same box with 6021 and 6023 using same host w3oam01a.
Modified one of the AAA server setting from Access system console (6023 to 6021 and w3oam01a to w3oam02a)and restarted the services.
But the AAA server still listens as
oracle@w3oam01b ~$ netstat -nat|grep 6021
tcp 0 0 0.0.0.0:6021 0.0.0.0:* LISTEN
oracle@w3oam01b ~$ netstat -nat|grep 6023
tcp 0 0 0.0.0.0:6023 0.0.0.0:* LISTEN
It shows IP address as 0.0.0.0 instead of 10.1.16.210/211 and port is not getting updated.
