OID 11g One-Way Replication - Replication Server Fails To Start With Log Error "No replication agreement to process"

Information in this document applies to any platform.
Configuring Oracle Internet Directory (OID) 11g, i.e., 188.8.131.52 one way replication.
After using the replication wizard to create a new replication agreement, starting replication server command line with, for example:
Fails with $ORACLE_INSTANCE/diagnostics/logs/OID/oid1/oidrepld00-0000.log error:
oidrepld: Release 184.108.40.206.0 - Production on thu may 26 12:14:00 2011

The replication agreement is correctly displayed in the Enterprise Manager (EM) Fusion Middleware (FMW) Control console ok.
