OID 11g One-Way Replication - Replication Server Fails To Start With Log Error "No replication agreement to process" (Doc ID 1326010.1)

Symptoms

Configuring Oracle Internet Directory (OID) 11g, i.e., 11.1.1.4 one way replication.

After using the replication wizard to create a new replication agreement, starting replication server command line with, for example:

$ORACLE_HOME/bin/oidctl connect=oiddb1 server=oidrepld instance=1 flags="-p 3060 -h oid01" start


Fails with $ORACLE_INSTANCE/diagnostics/logs/OID/oid1/oidrepld00-0000.log error:

The replication agreement is correctly displayed in the Enterprise Manager (EM) Fusion Middleware (FMW) Control console ok.
