SOA Authentication Problem - Has Permission Error: Access Denied (Doc ID 1326765.1)

A Highly Available SOA environment following Oracle's SOA Enterprise Deployment Guide.
The binaries versions were:

After the domain creation, it was running into an authentication problem: All default SOA applications: BPM Worklist, OracleBAM, SB console, etc; seem to be working correctly, but it wasn't possible to get the application login page.

Error on the managed server .out log:

<Error> <> <BEA-000000> <

And after some java trace information:

Caused By: access denied ( Context:APPLICATION Context Name:soa-infra Actions:getApplicationPolicy)

OracleBAM gives a similar error:

Internal error in Verification Service.
Internal error in Verification Service for user weblogic. hasPermission

<Error> <oracle.bam.web.reportserver.activedata.ActiveDataManager> <BEA-000000> <BamPrivilegedExceptionAction: Exception = access denied ( IdentityAssertion)
