SOA 11.1.1.5 Authentication Problem - Has Permission Error: Access Denied

Symptoms

A Highly Available SOA environment following Oracle's SOA Enterprise Deployment Guide.
The binaries versions were:

After the domain creation, it was running into an authentication problem: All default SOA applications: BPM Worklist, OracleBAM, SB console, etc; seem to be working correctly, but it wasn't possible to get the application login page.

Error on the managed server .out log:

And after some java trace information:

Caused By: java.security.AccessControlException: access denied (oracle.security.jps.service.policystore.PolicyStoreAccessPermission Context:APPLICATION Context Name:soa-infra Actions:getApplicationPolicy)


OracleBAM gives a similar error:

Internal error in Verification Service.
Internal error in Verification Service for user weblogic. hasPermission
