SOA 11.1.1.5 Authentication Problem - Has Permission Error: Access Denied (Doc ID 1326765.1)

Symptoms

A Highly Available SOA environment following Oracle's SOA Enterprise Deployment Guide.
The binaries versions were:

  • JRockit 1.6.0_24
  • Weblogic 10.3.5
  • Webtier utilities 11.1.1.5
  • SOA Suite 11.1.1.5
  • OSB 11.1.1.5

After the domain creation, it was running into an authentication problem: All default SOA applications: BPM Worklist, OracleBAM, SB console, etc; seem to be working correctly, but it wasn't possible to get the application login page.
