ISW Fails to Sync Users - In DS or ISW Logs - Can Not Connect or "timeout expired" (Doc ID 1328440.1)

Symptoms

After performing a re index of the UID attribute in the user DS configured to synchronize with Active directory through ISW, no new user accounts are being synchronized.

Changes

Nothing has changed other than the re-index event, systems have not been restarted either.
