Symptoms

Directory Service Control Center (DSCC) on two Masters with the same admin password works, until the admin password has been changed on one of them.

For example,  the DSCC on node1 shows the message

"Inaccessible (to enable access click on the server and then on "Enable Access")"

The DSCC on node2 shows the managed instances correctly.  Clicking "Enable access" as suggested correctly displays the instances running on the current server, but not the instance(s) running on the other server. The other DSCC mirrors this same behavior.
