Unable to Access BPELConsole due to 'Page Not Found'

Symptoms

Error logging into the BPEL console due to the following error:

404 Not Found
OracleJSP: java.io.FileNotFoundException:

Set the init-param debug_mode to "true" to see the complete exception message.


The error message displayed on the opmn/log file is shown below

Cannot lookup BPEL domain.
The BPEL domain "domain1" cannot be found; the domain may not have initialized properly.
Please verify that the BPEL domain loader has a valid set of initialization properties in the application properties file.
