Replicat for Sequence Do Not Checkpoint When (1) Having Cycle Option, or (2) Target last_number Is Significantly Less than Source One

1. Starting in version, GoldenGate supports replication of Oracle sequence with CYCLE option.
Some times, the replicat appears hung and its checkpoint does not move.  From SQL trace, we can see the replicat is querying the NEXTVAL a huge number of times.

2. When source sequence last_number is significantly larger than target one (increment is positive), the replicat is very slow and increase the sequence last_number little by little.
