OIF 11g: Configuration Settings Are Unavailable Because /Farm_IDMDomain/IDMDomain/wls_oif2/OIF( Is Down (Doc ID 1332265.1)

When attempting to manage a second node of a cluster within the Enterprise Manager Console
an error is displayed:

Configuration settings are unavailable becuase /Farm_IDMDomain/IDMDomain/wls_oif2/OIF( is down

Review of the ORACLE_INSTANCE\EMAGENT\EMAGENT\sysman\log\emagent.nohup file
showed the following error:

WARNING: "IOP00410201: (COMM_FAILURE) Connection failure: socketType: IIOP_CLEAR_TEXT; hostname: (managemntport.myserver.mydomain); port: 7001"
org.omg.CORBA.COMM_FAILURE: vmcid: SUN minor code: 201 completed: No

The host name is not resolvable by DNS and is defined only in the systems host file for internal use.

It should be using  and not the management port.

There is an entry defined in the Microsoft Windows C:\Windows\System32\drivers\etc\hosts file an entry
for an active IP but the host name is not resolvable within DNS and that IP is assigned to a second Network Interface Card. resolves within DNS
managementport.myserver.mydomain  not defined in DNS      localhost.localdomain  localhost myserver managementport.myserver.mydomain managementport
