Error "HTTP2020: cannot find template" Encountered After Migration from Oracle iPlanet Web Server 6.1 to 7.0.x (Doc ID 1332808.1)

Symptoms

Web Server is unable to process some rules in the obj.conf file and HTTP request fails. The web server error logs reports an error like "HTTP2020: cannot find template". For example:

This happens when the same Web Server (WS) 6.1 configuration is migrated or upgraded to WS 7.x or the previous configuration which was working in WS 7.0 (FCS) fails in later WS 7.0 patches (eg: WS 7.0.9)
