How can the NeedToKnow component be configured on an 11g-12c Content Server?

The NeedToKnow component is a very old component that is seldom used at this point in the product lifecycle.

In fact, the NeedToKnow component has been replaced by using Webcenter Content ACLs. Therefore, ACLs are the recommended method.
