WebLogic Managed Server Starts in ADMIN mode if Datasource is Unavailable (Doc ID 1333674.1)

When starting a managed server that has a datasource pointing out to a database, instead of starting in RUNNING mode, it starts in ADMIN mode and doesn't move from it. The following trace can be seen on the log file when the issue happens:

This causes any other resource deployed on the managed server to become unavailable, even though the resource is healthy. For example, a war/ear deployment will stay in prepared state.
