Failure To Connect To OWB 11.2 Control Center With RTC-5382: You can not connect to Workspace (Doc ID 1333964.1)

Symptoms


Migration of a split configuration from OWB 10.2 to OWB 11.2.
Unable to connect to the Control Center on the target database with any OWB User other than the Workspace Owner.

From Design Center - Control Center Manager the message is :

RTC-5260:Failed to connect to control center, Please check you have provided the correct host, user, password and service name.
RTC-5382: You can not connect to Workspace WORKSPACE_NAME because either it does not exist or you are not a registered user on it.


From OMB*Plus the message would be :

OMB05614: Cannot create connection to Control Center. Exception follows.
RTC-5382: You can not connect to Workspace WORKSPACE_NAME because either it does not exist or you are not a registered user on it.
