BPEL Startup Fails, See Error: "Attempt (31/30) ... exceeded maximum retry count ... stopping" (Doc ID 1335590.1)

Symptoms

BPEL functionality is lost following startup of the server, this includes not being able to deploy or run BPEL processes also the BPEL services are not visible in the BPELConsole.  The following will be seen in the container logfile in $ORACLE_HOME/opmn/logs/<BPEL container>.log during startup, note that the "Attempt (31/30) ... exceeded maximum retry count ... stopping." indicates failure of the startup:
