"unknown project" Error On JDeveloper (Doc ID 1336165.1)

Getting an "unknown project" error after creating a plain XSL Stylesheet on JDeveloper

This issue can be reproduced in the following way:
1) Create a new SOA application with a blank SOA project/composite
2) Right click on XSL and click New->All Technologies->XML->;XSL Style Sheet.
3) Accept the defaults (untitled1.xsl, XSL 2.0) and click OK.
4) Close JDeveloper
5) Open JDeveloper and make sure the application is opened
6) Expand the XSL Directory
    Rather than seeing the stylesheet, a red icon with "Unknown project object" appears
