Text Indexing Fails, Items are Indexed for Metadata Only

Symptoms
When an item is checked into the 11g WebCenter Content server (WCC), text indexing fails. The item is released but it is indexed as metadata only.
The Content Information (DOC_INFO) page shows the following error:
Full text index failed. Unexpected failure by Indexer.
Content has been indexed with Info only. Resubmit should only be performed if the problem has been resolved.
The Content Server "indexer" system audit verbose trace section outputs the following error:
>indexer/6 07.07 11:25:08.770 index update work Error occurred in content 'WCC-000451', DRG-11301: error while indexing document
indexer/6 07.07 11:25:08.770 index update work DRG-11302: document may be partially indexed
indexer/6 07.07 11:25:08.770 index update work DRG-11428: document contains invalid characters
