Cannot Log In To ORM After Applying an OIM Bundle Patch

You have installed OIM on the same application server as ORM and have applied a patch to OIM using the  or  patch_websphere.cmd scripts.

After applying the patch you can no longer log in to ORM.

The ORM system log shows an error similar to the following:

Caused by: javax.xml.parsers.ParserConfigurationException: Feature '' is not recognized.
at org.apache.xerces.jaxp.SAXParserFactoryImpl.newSAXParser(Unknown Source)
at oracle.iam.rm.util.xml.BeanMarshaller.unmarshal(
at oracle.iam.rm.util.xml.BeanMarshaller.unmarshal(
at oracle.iam.rm.persistence.temporal.TemporalEngine.readFromInputStream(
at oracle.iam.rm.persistence.temporal.TemporalEngine.init(
